Is there away in v7 to make a user a moderator of a forum without creating a group. This feature was in v6, but I have not been able to find it in v7.

I'm afraid you need to be in a group to be a moderator, but you can create as many user groups as you like.

Can a user belong to multiple groups??

For example if I have Forum A, B and C and User 1 and 2. User 1 needs to moderate Forum A and B and User 2 needs to moderate Forum B and C.

Is there a way to accomplish that?

Users can't belong to multiple groups.

But, just place User 1 in one user group and user 2 in another, and then set the User 1's user group to moderate forum A and B and Users 2 User Group to moderate Forum B and C.
