Currently I test everything on a remote web server however i want to set up a local development enviroment. I'm planning to buy Microsoft's Small Business server 2000 mainly for win 2k server and SQl 2000. Would this be a wise decision.

If you're just going to use it for testing and development, you could try looking at the Microsoft Action Pack subscription:

Thanks for that tip, however I just bought small business server as it was on ebay for £100.

very good..it i8s better to spend £100 one time for something permenant rather than £199 every year
