Is there any way the administrator can create new members?
My forum is privately run and I need to register members without going through the database (and theres the encryption)!

why not just go to the registration page(without being logged in as admin) and sign up their username, make a password and fill in their email. then if you have notification on, send them an email with their username and password and tell them to log in and change their password asap.

i've done that for several members before.
