I am creating a website and I want to know how can I set the value of the size of the webpage based on the users screen size.  For example, if they are on a 15 inch screen vs a 21 inch screen, how can I get the site to just have the vertical scroll bar instead of the horizontal scroll and the look of the web site look the same no matter what size screen they have

To michael's post I'd add that you can also use CSS to get fairly consistant displays.

Screen sizs is not your issue however, screen resolution is. My wife and myself both have the same size monitor. She uses a screen resolution of 600x600 pixels per inch, I use 1024x764. She uses "large fonts", I use "Small Fonts".

Lead me not into temptation... I know the short cut, follow me.
