Is there a mod available that can re order the topic index page so that the forums that are posted to since last visit are at the top of the list.

try the active topics page.

They are already in that order with most recent at top

I have not seen a MOD which could do this. But it is probably because a feature like that would confuse more than anything else. Users want to know where the forums are, and if the forums are moved around all the time, they get confused.

Yes, I agree.  That would be confusing.  Your users would look like Bart Simpson in the above picture.

Why not direct your users to the Active Topics page, this lists all new posts in each of the forums since their last visit.

You can find it at the top of the forum in the navigation part, under 'Actice Topics'.
