What I'm looking to do is to play a sound "alert" to everyone who is currently on a page when someone new arrives on that page.

Any ideas on how I can do this?

Try doing it in an iframe. Refresh it every 5 seconds or so and keep track of visitors with cookies or in sessions or whatever.
