What are the ramifications, if any, of renaming an .htm file .asp. I just tried a couple annd didn't seem to make a difference.

And will that work to add the 'poll' script to a page?

There is no noticable difference between htm pages and asp pages serving html content

There's no difference to the client, but the server has to process the ASP and then send it, as for simple HTM's, they are sent imediatly.

Another consideration is with HTTP compression, in IIS it can compress static, ASP, or both. Compressing ASP takes a liitle CPU processing, so if you rename and HTM to ASP you are just causing a burden for the server, nothing else.
