There are 2 conditions you must have on the server

1) support for asp

2) support for databases (ms access or ms sql)

then, (optional) for e-mail functions you need some e-mail component installed on server, there are several different.

and optional, for picture and file upload you need a uplooad component.

Somewhere on the net! sorry, I have my own server and have no clue on good web-hotels. I think you can use Brinkster's free one http://www.brinkster.com/ - http://www.brinkster.com/  but then you have to modify something in forum/common.asp read the help files and check it out in common.asp
