If you know about the way Web Wiz blurs when you scroll while it is loading, I found another site that does the same:

http://www.bell.ca/shop/application/commercewf?origin=noorigin.jsp&event=linkgoto&content=/jsp/content/personal/catalog/internet_access/highspeed/index.jsp&contentpage=home&REF=L_IA_HIGHSPEED - http://www.bell.ca/shop/application/commercewf?origin=noorig in.jsp&event=link(goto)&content=/jsp/content/persona l/catalog/internet_access/highspeed/index.jsp&contentpag e=home&REF=L_IA_HIGHSPEED

Did anyone ever figure out why this is?

Actually yes - it is a TFT - is that why?

But the funny thing is that before I was using a 19" CRT and saw the WWF blur on that. What's the relationship?

On cheap crappy old fashioned monitors it could be low refresh rates (you'll always see slight blur no matter what), but tft screens have rather low response times causing what's called ghosting (blurry effect you probably also see in games like settlers when scrolling a map or just 3d games in general).

they claim that Modern tft's with response time of 21 or below do not have this issue, but it's often still visible.
