is it possible to move the registered users databse to a new forum that way the same people can sign up on the new forums with the same user name and passwords?

Yes it is possible

A example, u have two sites http://www.1.com - www.1.com and http://www.2.com - www.2.com 2.com is new one

from 1.com u just take the db from the forum/admin/database/wwforum.mdb

install forum on 2.com and in same folder replace the file.

its done
