Could you add a part to the control panel in which the user can edit the smilies, their code, and add new ones? (Much like the control panel in phpBB)

if your using v7 just edit the 'emoticons_inc.asp' file.

To beable to change them form the admin area they would need to be stored in the database, this in turn would reduce performance, so instead in version 7 all the emoticons are stored in one file, emoticons_inc.asp all you need to do is edit this file using notepad, by doing it this way it gives the forum slightly more performance.

I see, then by default, could you make it so that the smilies (Emoticons) in the downloadable version of the forums do not have the brackets around them?

I think there was some reason why there have to be brackets in the version on the site, right?

The brackets are used as otherwise if someone tries to do something like display some javascript code in their post things like ;) that is common in Javascript code would get converted to a smilie.
