My site is a user on a server. My problem is I need to include a file (from php) in the folder called "includes/html/file.html", which is in the highest level of my access permissions (my public_html folder). I need a way that I can access includes/html/file.html from anywhere in my site, without retyping it for each individual page.

Any help would be great!

I am not sure I understand what you want to include where put take a look into SSI (Server Side Inlcudes), not sure what the PHP equivalent is but should not be hard to find out.
