Can you, and I think you can do some thing in the options to turn on and off, that thing is

not to let members with no profile to post or reply.

Sure, just deny post and reply for Not registered memebers. That is actually the default of the Newbie Group, so just disable Guest Posting.

I need that feature to be for the members, if the member does NOT have a profile he or she can NOT make a new posts or even reply for any post.

But every member who signs up has a profile, even if it just contains there username and password, they still have a profile.
