Where in the Admin section do I assign a specific member as a Moderator?

By either moving them to a moderator group and then set modertor permissons for that group on forums through the group permissions, or on individual members through the members permissons.

All this is found in the admin section.

Maybe an idea to spend 20 minutes going through all the admin section to see what all the parts do. Most of the pages come with an explination on what they are for.
