If I turn off email notification of membership, will the system send me, the admin, notification so I can turn on the member account?

We want a security feature of our forums to include authorizing new user account by an admin.

I am also looking for a similar feature. I want the admin to be able to screen the new members based on them supplying a valid membership number.

I thought that I could simply remove the register link on the navigation, and then send valid members a link to the registration page, but registration appears in other places also.

I want a simple method to prevent registrations but without broken links.

talking about e-mail registration

if you turn it off, does it mean members can post on the forums straight away and not have to wait to receive an e-mail to activate their account?
