he is just bullsh*tting, because nobody likes him and gives hmi attention because of his attitude.. he needs attention.. and this is a good way to get it.. i think his not older than 14 years..

1. Suspend his account (don't delete) as this will mean his username is no-longer usable and make it slightly harder to sign back up.
2. Enable email activation and make your forum to not allow free email accounts as email address by banning yahoo, hotmail, etc.
3. Ban his IP range

hmm, so for example if i have the forum hosted locally on my server, can i know the Mac address of any user? and since it is holded in the packets, why can't it be read easily like the IP address?

this is because if so, i can ban the Mac Address of this user, and he will have to change the NIC card for example before logging again to the forum.

Send him a virus, he reports you to the Feds, MS, CERT, viruus source lists, and your ISP. Guess who gets screwed? I've seen nothing in this thread that indicates that the IP of this person's PC has been positively ID'd as the FIXED SOURCE. Until his isp logs are checked, you just don't know. If it is the fixed source, who owns it? If it's his place of work, they may have the resources to track you down.

The other issue is trace routes. Firewalls are more than what you typically get in your home Linksys Router. PIX, and other firewall firmware is a termination point for trace routes. There may be 50 networks and 5,000 pc's on the other side.

Internet case law is full of examples of sites who wanted to "Punish" someone. the courts do not recognize that right... period. Even MS does not have the right to punish people who steal their software.

Anytime you engage with the public, you open yourself up to a ceertain number of morons, jerks, and just mentally deranged people. Write it off as part of doing business. Like mama said... two wrongs don't make a right. Take the moral highground. It'll give you leverage when dealing with the authorities - technical (ISP) and legal.

First thing would be to contact your ISP and his... particularly about the threats. Most ISP's take a dim view of people who do this and will go out of their way to marshal resources to come down on this guy like a ton of bricks!

I used to work for a pretty large ISP in the States. The techs look at nailing a guy like this as a mission from God!

So create a weird statement, and execute a VB script. That can do pretty much every thing.

I don't think the software is illegal at all! It's the person executing the code who is responsible, unless it says something else in the Licence Agreement, which these programs usually have.

I want to tell you it sounds like you have a full fledged stalker.  Believe me I know how that is.  I had one, who also decided to start calling my contact phone number on my site, and sending me personal emails and text messages to my cell phone.  All of these things I kept copies off, and recorded messages.

What I finally did was report him to the police, because he used his own cell phone to contact me by text message, I was bale to give them his number. They called him and warned him off, I have not heard another word from him.  He left the state.

Your stalker has chose to remain hidden behind his computer, which makes your case different, in that it will be difficult to find him. 

The best way to handle this creep, is to ban his ip address, ban his email address, DO NOT delete his account, just remove the email address from it, change the password, and make the account "not active"

Then if he starts in again under another name, by all means DO NOT respond to him.  Just delete his posts and messages without explanation.. If he can't get a rise out of you, he will go away.

And lastly, report his threats of injury and destruction to http://www1.ifccfbi.gov/index.asp - http://www1.ifccfbi.gov/index.asp   you may want to make one last communication to him and let him know he has been reported and will be getting a knock on the door -period- that's it no more and no less.  Those are very serious threats he has made and the authorities won't take it lightly.

(Think about it, if they will arrest a 12 year old girl for downloading some music off the net.........)

He will go away, especially if it is a kid like you think.  If not, again, no response he will move onto the next victim he can get a response from.
