Anyone can advice how to have multiple moderators in the forums.

Is there away to restrict banning of IPs to moderators.

Ie. Level 1 - Administrator ( Full access all forum / Ban IP )

Level 2 - Forum Moderators ( Access to only that forum / No ban IP capacity )

If a moderator were to ban the Administrator IP address, the administrator will not be able to access the system.

The admin can still enter the admin area to unban IP's even if they have their IP banned.
