i have version 7.9 can you please tell me were to go. i can not find it.

i belive you have to have it enabled within the admin first before it appears within the main forum.

check forum configuration,

its under

User and Forum Posts Settings

then in sub one like below

Rich Text Editor (WYSIWYG):
This is the type of editor you use to post messages if you are using a Rich Text Enabled web browser, currently Windows IE5+, Netscape 7.1+, Mozilla 1.3+, and Mozilla Firebird 0.6.1+, support this feature.
If you turn this function off everyone will use the Basic message editor.
