The only real difference is version 3.01 has support for Opera 9 Rich Text Editing.
Version 8.50 which will be released sometime within the next 4 weeks will have been updated to 3.01wwf of the RTE.

If you are seeing this it means you haven't enabled the RTE within your forum and you are just seeing a standard textarea.
You need to check that it is enabled both in the admin section under 'forum configuration' and in your forum profile in the main forum by clicking the settings button at the top of the page.

I go in the admin page -> Forum Configuration I has this: Web Wiz Rich Text Editor (WYSIWYG):
This
is the type of editor you use to post messages if you are using a Rich
Text Enabled web browser, currently Windows IE5+, Netscape 7.1+,
Mozilla 1.3+, and Mozilla Firebird 0.6.1+, support this feature.
If you turn this function off everyone will use the Basic message editor.
If you want greater security turn this feature off, but you will lose functionality. On
< name="IEEditor" value="True" ="" ="">
Off
I must enabled RTE in another section?

You need to enable it on this page, and also by editing your own forum profile as individual users can enabled and disable it for their account.

In my profile ther isn't an option about RTE. I also disabled and re-enabled RTE in Forum Configuration, but doesn't change.
Where's the problem?

After enabling the RTE in the admin area, you need to make sure the following option is enabled in your profile:-
Enable the WYSIWYG post editor
