The File permission is set to full
Even then this error comes up.

What about the parent folder's permissions? if the file/folder is set to inherit permissions, then check the parent folder's permissions and make the necessary changes and apply it to sub-folders as well.

Just to add, permissions on Windows can not be set via FTP they need to be set on the server by the server admin.
