I am based in europe with my forum hosted in the US. US time changed by one hour at the weekend so need to change the time offset on my forum. I know I have done this before but cant seem to find where to do it, any tips?

the time offset option is normally found on the edit profile page of your member settings

Is there not a way to set the time offset in the forum settings that will impact on all users, so they each don't have to adjust there control panels?

You can set a default forum time adjustment in the Time and Date Settings of the adminstration area.  I assume your web server is in a far different time zone than most of your users?
