I have applied version 9.03 but now I have multiple issues with Arabic characters.

1- RSS is still messed up, Arabic characters cannot be read. They appear as weird characters that no one can read. This was fine in version 8.

2- When someone posts something in Arabic you can read it just fine, but when you reply or if you try to quote them, the Arabic characters will turn into weird format that no one can read. The below pic demonstrates how they would appear when you try to reply or quote an Arabic post:

Any advise?

At the present time non-western character sets do not work with version 9, until they do you would need to stay using version 8

It's being worked on, but it's very hard trying to get various character sets to work, if you alter it for one it breaks if for another.

We had it working for all charactersets, but then the standards compliant brigade started shouting that it wouldn't validate in the w3 validator, so we then comprised and found it coursed security issues that could allow XXS hackers to course problems. Trying to remady these issues has now lead to issues with charactersets such as Arabic.

Trying to create a forum that will work in these other charactersets does mean having to remove security and potentially leave holes in the code for hackers to take advantage of.

The problem is it's almost impossible to keep everyone happy, and we have to work with the majority as there are very few people who use the software with non-western character sets and most who do tend to either pirate the software or put through fraudulent transactions for key codes costing us many 1000's of dollars per year in fines from credit card companies. Which makes you wonder 'why bother making it compatible with non-western characterstes?'

We do have some ideas to work through, but it will require major changes to the way the encoding works and the structure of the forum, which may mean losing backward compatibility for the header and footer files from previous versions.

Borg, this is all understandable, but from what I have seen 40-50% of webmasters who use WW Products use non-western characters. Perosnally, my website is English-based, but at least 50% of my forum members use Arabic when posting.
WW products are essential to my website, I tried a lot of other solutions, including PHP solutions but they weren't as neat as your products. I would be very disappointed if I have to get rid of WW products and use something different. I don't mind buying a VBulletin license, but the problem is that it doesn't work well for me.
Regardless to people who pirate the software, there is a handful number of people who have paid or are willing to pay to purchase your products, I am one of them. You do know that Microsoft, the world's biggest software maker lose millions of dollars each year caused by piracy. They never stopped supporting non-western characters. The same applies for other major software makers such as Adobe! You can't believe how many illegal copies of softwares from both companies are being used in non-western characters countries.

I'm having issues getting the page to encode even with western characters.  The page shows fine, but the posts are messed up.  I've verified that the page is encoded using UTF-8.

This is even with uploading the archive directly to the webserver.  Hopefully this fix comes out soon.

You should contact your web host and findout what locale settings the web server you are using is set to.

Will do...

The interesting thing is that the browser_encode_inc.asp file is setup for UTF-8, and I've been running (and still am until the encoding issue is resolved) WWF v8, which doesn't have any problems.
