1) yes you can run wwf on windows xp
2) I have used mssql standard with wwf without problem, and I do not see a reason why it would not work with mssql express

I run XP SP2 at home and downloaded the FREE Microsoft SQL Express.
It installs a subset of SQL2005, is free, and basically runs a full SQL server on XP Pro.
I then enabled IIS and installed the forum.
I have a sandbox or test area at home, on my desktop computer now and can try any changes, fixes, upgrades, etc. at home and if it works, I simply copy any changed files up to the working forum.
And, I can make a backup of the running forum SQL database, download it, and restore it to  my home SQL Express and keep the home version current! Makes for a good backup system, too.
SQL Express is the same, just doesn't have some of the full-blown reporting features, etc. which aren't really used for the forums anyway. The best part, it's FREE. (wow, FREE and MICROSOFT in the same sentence!)
