ive seen some other forums with users being able to use .swf animated files for avatars and i was wondering can i do this with web wiz instead of just gif and jpg images, i know i can have flash sigs but what about flash avatars?

Flash avatars are not supported at present.

DO u mean that in the new version (' V7.9'), the flash avatar is not working yet?

If you enable flash from the admin area flash files can be inserted into posts.

But there are no plans of allowing flash avatars.

Enabling flash can open up huge security holes that could allow a hacker to comprimise your forum.
