The script:

Set conn = Server.CreateObject("ADODB.Connection")
conn.Open "Driver={Microsoft Access Driver (*.mdb)};DBQ=" & Server.MapPath("Users.mdb")
sql = "Select * From users Where ID='" & ID & "' And Pwd = '" & Pwd & "'"
Set rs = conn.Execute( sql )

it means your connection string is not correct or is not pointing to the right location of the file

I may be wrong but it sounds like your data base is corrupt and can not find the information the script is looking for.

I may be corrected on this!!!!

which problem leads to this error? ODBC setting? or DSN? or file permission?
