Tracking Phone Numbers of IP Addresses

Is there any way that I could track the phone numbers of IP Addresses? I am interested in tracking the phone number of a dial up IP address in an email that I received. You can track the location of the IP Address' ISP at http://visualroute.visualware.com.

I am not interested in finding out what dialup number was used for that IP Address. I am interested in finding out the phone number of the person who used that dial up access.

No, I am not interested in doing this. I was hoping that there was a way to track the phone number of dialup IP addresses without hacking or anything. I was hoping to find something similar to http://visualroute.visualware.com. I guess it's an invasion of privacy, but sometimes it is helpful when you would like to know where the person emailed you from. 

Maybe this is an idea to make a software where you can track phone numbers of dialup users. This would be helpful for different cases.

You can't get phone numbers from IP addresses of dial up users.

You could trace the ISP of a given IP address and ask them to give you the phone number used at a certain time by one of there members, but without a court order to do so I very much doubt they would give it to you, also if they did I'm sure that they would be breaking privacy laws.

Also with dial up internet access the same IP address maybe used by over a thousand people in a day.

well u can ping a IP adresss and domain to find information such as the owner name to telephone numbers and email address.. i use a software called neotrace for this..but it all depens on the records foun from the whois database. if  u query an IP address.. mostly the ownership records show r one for the ISP.. in rare cases if the IP is a dedicated IP or some business or Universty or so.. then only u will see their details in the IP address records..otherwise the details u will see will be or the ISP who allocate the IP address
