wanted to post this in the mods

Hi All,

I wanted to post this in the mods, but got told I don't have sufficent rights.

Anyway, is there anyone who could tell me what I need to modify to stop newbies using avtars.  (Ie only let the people who have more then 100 posts upload or select an avtar).  When the user has more then 100 posts they would climb the group ladder to become a Groupie and have the option to upload or select one of the avtar's available.
