yes, it is odd that us
English dont
English properly....
(I'm surprised the Americans haven't renamed the language yet actually)
Anyway, i think the reason for it is, people whos first language is English will generally speak more slang, and more relaxed as they know others will understand them.
Where as people whos not a native english speaker has learnt how speak properly, so they think their speaking it right (which they are). basically, they just havent learnt all the slang and shortcuts of speaking it.
