I am a newby. I'm trying to run this on my macine locally. Can this be run through MS Personal Web Server (PWS) or through IIS locally? I want to test this out and get a feel for it before I have to get a bunch of other people involved to put it on the real servers here at work.

I've also read all the documentation that comes with the d/l and nothing says how you start this thing. How do you get to the administration page talked about in steps 6, 7, and 8? How do you get things "up and running."

Yes, it can be run via IIS or PWS.
U need to place in Inetpub\wwwroot folder and in IIS create a virtual directory with that.
Then http://localhost will work.

It does not have to be in a virtual directory thus it can be. Just copy the forum folder into your webroot (keeping the folder structure), configure the db connections and you are go. This is described step by step in the instruction and I don't think anyone can describe it much better than it is there.
