IP to Country databases are normally supplied on a subscription biases and cost allot of money, you also need to have components installed on the server in order for them to work.
If you have access to your server to install the components and don't mind spending the money on the subscriptions, then have a look at Maxmind GeoIP or IP2Location websites.

StopForumSpam service, which can check to see if the IP address, email address, or username is listed in their spammers database. This should help0 reduce spam.
I have submitted myspace123 details to StopForumSpam so anyone using this service to prevent spam in their forums would be able to block this spammer.
