How about this:
boRg, you could have a regular version and an 'advanced' slower version of the board. The regular version would be the most watered down version of the board...the one running now.
The advanced version could be 'customizable'. When clicking on the advanced version link, the user downloads a azipped version of Web Wiz with a lot of different active_users.asp's and (all of the other files). Then there is an install file which when run gives the user a lot of options for the forum. Each option corresponds with a different ASP file for the forum. (Or, instead of having many files, the installer could append/output to the file, making the size of the ZIP smaller).
When the installer is finished with all of the questions about features, it then extracts all of the necessary files into a folder specified by the user. Then the user would install the forum regularly as they would with the normal version.
Granted, this would be hard to code but would accomodate ALL of the users...those in need of special features and those who just want a good forum.
Also, people who develop MODS should be able to add to the installer themselves and a modified version of the installer with added mods could be released every month or so.
