i requested to all that plz help me , how i can launch my own site. i want to some guidelines for this, how to make possible this.

First get hosting. I would recommend you look at Web Wiz Hosting on the left of the page.

Then you can make your site on your local computer and upload it to the web via FTP.

If you aren't web literate enough to do that then use Google Pages

Remember your ISP probably gives you free webspace.  Phone them up and ask.

For those people who don't know I believe MS are giving away domains for free even on the free package.

I'd first learn HTML (the language used to build web pages) and then design a basic web page offline (using HTML) and then if I like it I'd then upload it on the hosting server. The above link (tutorial) will help you get it done...
 
If you're doing this as a hobby I'd advise you not to register a domain or subscribe to any hosting now, but instead, use free space offered by Yahoo! Geocities and upload your pages/images/other files you have.
