i requested to all that plz help me , how i can launch my own site. i want to some guidelines for this, how to make possible this.

First get hosting. I would recommend you look at Web Wiz Hosting on the left of the page.

Then you can make your site on your local computer and upload it to the web via FTP.

If you aren't web literate enough to do that then use http://www.googlepages.com" rel="nofollow - Google Pages

Or use some automated tool like http://officelive.microsoft.com/ - this which will walk you through setting up a site...

Remember your ISP probably gives you free webspace.  Phone them up and ask.

For those people who don't know I believe MS are giving away domains for free even on the free package.

I'd first learn http://library.thinkquest.org/10127/ - HTML (the language used to build web pages) and then design a basic web page offline (using HTML) and then if I like it I'd then upload it on the hosting server. The above link (tutorial) will help you get it done...
 
If you're doing this as a hobby I'd advise you not to register a domain or subscribe to any hosting now, but instead, use free space offered by http://geocities.yahoo.com/ - Yahoo! Geocities  and upload your pages/images/other files you have.

If you want your own web server
1) Check if your broadband internet provider allows this as part of their Acceptable Use Policy. Most do not.
2) Have a spare PC.
3) Get Web Server Software depending on what language you want to support. There are a plethora of free web serving software if you just want to do HTML (usually downloadable from tucows.com and zdnet.com). There are many free web serving software to host PHP pages also downloadable from the same sites. For ASP, I recommend this if you are looking for cheap and easy:

4) Have a good router and firewall
 
If you don't want to host your own web server
1) Usually, majority of broadband ISP's that offer free webhosting, do not offer compatibility with PHP or ASP (although I am sure there are a few acceptions).
2) There are a bevy of hosting services available on the internet, although in the states --I noticed PHP hosting seems to be many and affordable, while ASP hosting seem to be few and not as affordable. I am not sure if the situation is different in Europe.
