now when i download example files,then i explore in IE ,and i have setup the cookies,but when i explore ,the problem also.

If your problem isn't fixed yet follow the below checklist.
1. Make sure the files of your forum is not corrupted. Files often gets corrupted while uploading to a server via ftp.
2. Make sure cookies are enabled properly in your browser.
3. Visit your forum using a different browser, say, Mozilla Firefox.
If, after this problem persists, please let us know your forum URL to have a look at it.

infact the question is also,when i use my explorer to visit your forum,i can see the encurity code ,but when visit my forum ,they also error!

The links you have given are in the private IP range and so can not be viewed across the internet. From reading another post you made on Web Wiz CAPTCHA it seems you are using an Apache web server. Please see the following page for a full list of requirements:- http://www.webwiz.net/webwizforums/kb/requirments.aspWeb Wiz Forums will not run under Apache you need to be using a Windows IIS web server to run the software
