The purpose of NewsPad is to be able to send out newsletters and announcements to subscribers, whether they are subscribed via e-mail or RSS.  They also can view it on the web.

I think it does exactly what it should do, which is get your announcements and newsletters out the most people who want to see them, in a manner convenient to the subscribers.

And, when Web Wiz Forums 9 comes out, NewsPad will be an add-on to the forum that would help you build your portal.

You do mention some good things though:

Forum - included in Web Wiz Forums
Guestbook - very few new sites use this any more, although there are plenty of guestbook scripts out there.  I would suggest you not use a guestbook although that is up to you.
Media Gallery - I think this is slated to be part of Web Wiz Forums 9, or at least the image gallery part.
News - That would be NewsPad.  You have to make your own front page though since this isn't a portal software.
Registered & Unregistered User Comments (with captcha) - Web Wiz Forums already supports this for forum posts.  Are you looking for a more blog-like environment?  What are you wanting them to comment on exactly?
RSS Feed - Actually, it would be RRS Feeds. ;) Web Wiz Forums already support many RSS Feeds, one for the whole forum, one for each forum area, and one for each thread.  NewsPad also supports RSS Feeds for each newsletter category and for all categories.  RSS is already heavily supported.
Easy Admin Section with Functional Commands and Graphics - The forums section is pretty easy considering the amount of features available, but I agree it could be prettied up a bit and perhaps reorganized.

A nice layout editor for a portal would be nice, but since I integrate WWF into the rest of my site, I prefer modifying the headers and footers so it looks exactly the same.  Using a template editor sometimes makes it harder to achieve a 100% match.

I think however, you are looking for a Portal application which NewsPad is not trying to be, if you look at NewsPad from a portal point of view you will be disappointed as it is not a portal.

NewsPad is primarily a News application designed to handle News Bulletins and Newsletters for RSS, web, and mailing list subscribers.

There are plenty of Portals out there if you are looking for a portal application, but we have considered building a portal in the past and market research shows that a portal application is not a viable product.

Portals are generally used by home users wanting to dabble in their first dynamic web site, but quickly serious users want to move on to build their own unique web site.

The portal market is already well established with many free open source portal systems out there, trying to break this market would simply be a waste of time as our software is not GPL free open source.

One of the more popular free open source portals is DotNetNuke which you may want to tryout.

Everythings been fine for me apart from a few config changes on the script timeouts etc.
 
I would say the subscriber listing needs a 'check all' function on the check boxes so you can remove large amounts of subscribers at once, nightmare having to click them all individually.
 
Also when importing large batches of subscribers your SQL server runs poo poo poo for all your other app pools that are running.  Deffo import batches of addresses at quiet periods, i.e. the middle of the night when nobodies using anything else on your server.
