Most link shrinking applications store the URL in a database and use a base 36 number rather than base 10 number to pass to the application via the URL. With Base 36, three digits represents 36*36*36 possible combinations so rather than the 1000 combinations to get with base 10 (000-999) you get 46656 combinations (000-zzz). 4 digits gives you 36*36*36*36 or 1,679,616. 5 - 60,466,176. 6 - 2,176,782,336. So a few digits gives you enough records to store lots of records.

But how do i make the url stay as the shrucken link. I would have thought that after you shrink the url you would still need to have the full url in the web browser address bar to navigate to.

it sends the short link to the database, and the database looks up the id for that link and redirects to the full href value.

It uses frames. Basicly if you use that service what they do is give you a link to a webpage of theirs with your webpage inside a frame... just look at the source and you'll see it's not your page...

Also cookies will not work correctly when you use that service.
