If you want your own web server
1) Check if your broadband internet provider allows this as part of their Acceptable Use Policy. Most do not.
2) Have a spare PC.
3) Get Web Server Software depending on what language you want to support. There are a plethora of free web serving software if you just want to do HTML (usually downloadable from tucows.com and zdnet.com). There are many free web serving software to host PHP pages also downloadable from the same sites. For ASP, I recommend this if you are looking for cheap and easy:
 
4) Have a good router and firewall
 
If you don't want to host your own web server
1) Usually, majority of broadband ISP's that offer free webhosting, do not offer compatibility with PHP or ASP (although I am sure there are a few acceptions).
2) There are a bevy of hosting services available on the internet, although in the states --I noticed PHP hosting seems to be many and affordable, while ASP hosting seem to be few and not as affordable. I am not sure if the situation is different in Europe.
