Emails systems are very funny.
The person recieving email notification all the time has probally subscribed to one of the forums, she should remove her self for that.
Returned emails are common. services like hotmail and yahoo and very good at returning emails sent from software on sites as they often see it as spam and so buonce the emails straight back, so try to get people to sign up with non-free email accounts.
Other emails will bounce back becuase of things like full email boxes, smtp servers being down, wrong email address, DNS lookups failing, etc.
