Usually they send an email that lists the probable causes. My scan of your home page would indicate that they probably don't know how to categorize it. No meta tags. no content on the home page that's not embedded in java script to indicate what the topic of the site is.
What keywords do you want people to enter into a search engine to locate your site. What keywords would someone have to enter to get there.

When they approve your site, you are allowed to use the banner on any of your other sites without approval. How about making another tiny stupid site about breeds of dogs.

As far as placing it on additional sites? Read the policies carefully and as long as you are within guidelines and rules you should be okay to place on additional sites.
