I'm sure some one will move it to the correct forum.
Visa requires that all credit card numbers be encrypted when stored in a database. I suggest going to Visa's web site searching for their requirements.

There are lots of laws you need to take into account when storing credentials on a database.  Your best bet is to do it through a paid service like http://www.securehosting.com/, then they are responsible for the datas protection, encryption etc.

If you slapped someones credit details in an access database on your website im sure your breaking a lot of laws.
