Another problem is with using decimal numbers, in some locales a dot (.) is used as the seporator, in other locales a comma is used (,).

This and other problems ment that it could not be implemented.

I remember spending the best part of a week trying to come up with a implement a solution to this but found that it wasn't working.

I think it's around 3 or 4 time zones (can't remember off-hand as it was a year ago I researched into this) in the world that use a half hour time off-sets from GMT, I also looked at the populations of these places and found it to be very small indeed and becuase of this and the problems implementing the solution I decided to give up.
