I provided a link to a renamed file on my site, and they downloaded it
first pop. Same ZIP File, just using a different name ... and a
direct link rather than via a querystring URL.

Just done some tests.
* I used a machine in Perth, W Aust. using MSIE 5.0 and couldn't download the file (SAVE AS or OPEN)... always corrupt download
* Used a machine in Auck NZ (MSIE 6) and worked OK (SAVE AS)
* Used a machine here at home (MSIE6) and OPEN failed, SAVE AS worked OK
So my first suggestion would be to make sure you are using the latest
version of browser (maybe use Firefox ... as I didn't get any problems
with that) ... and dont use MSIE
Second, make sure you either SAVE AS or RIGHT CLICK the link and select SAEV AS
