I'm experimenting with the forum inside a gov. firewall and this request is needed. I want each member of a specific forum to receive an email when I NEWTOPIC is added. The forum will be used by managers and they want to know when another managr ask a question. Is there a setting that will accomplish this?

You need to enable email notification from the admin section.
Then any uses who want to receive email notifications need to subscribe
to that forum through there members control panel settings.

OK, I understand. We receiving emails when a reply is made, but does this send a message when a "newtopic" is created?

OK, I must be missing something. The program will send an email when I REPLY to a post, but I cannot get it to send an email when a NEW TOPIC is created.
thanks for being patient. I work on a help desk sometimes an know how frustraing it can be

It WILL send an email if a new topic is created.
Instead of subscribing to a particular topic, in which case you only get
notified of replies, you need to subscribe to an entire forum, you will
then get an email notification of both new topics and replies in that
forum.
To see this in action, click on your members settings icon at the top of this page, then select email subscriptions.
From the email subscriptions page you can subscribe to an entire forum,
which means you get notifications of both new topics and replies.
