Ca we keep the forums from moving?.

How would I do this....

Categroy:
             World Tow Company Catalogue
Forum - 1
                   United States-
                                      Alabama
                                      Arkansas
                                      etc
                                      etc

I want to lock the position of all 50 states. I tried making them stickys but it didn't work. If I make them all announcements for that specific forum, will they stay in alphabetical order?

As it is now, I set them all up in alphabetical order, but when a company adds their information to their respective state forum, it moves to the top taking it out of alphabetical order. This makes it hard for people to find the correct state when they are looking for a company.
