 As was mentioned by the boss, you can get it from OL express by adding a new HTTP mail address. But anyway as you seem not able to do this for whatever reason here is the address from outlook

Actually hotmail has a live chat support. The URL is hidden, you won't find it on a search engine, not even MSN's search engine. But if you got a copy of the MSN browser (used to be free before v8) you can click on the support button and it will connect you to msn's tech support, the url also works on IE.
