No, Anyone can select a skin, that option only sets if the database should be used or not.

The MultiSkin Selection modification has been updated to version 3.3.0. This update adds compatibility for Web Wiz Forums V9.70. It aslo adds support for Mobile View used by mobile devices such as Android and iPad. This feature is optional and can be disabled for individual skins or completely for Mobile View. Mobile View has only been tested on an Android Nexus One, though it should work perfectly well with any other mobile device. If you find any issues using Mobile View with this modification, please contact me at my support forum. You can download the update from the MultiSkin Selection page on my website.

Sorry for the delays but I have had computer issues, hence the lack of updates for a few of my mods, everything is back to normal now so expect to see updates for other mods appearing soon.
