In-order to log-in to the forum (not the admin area), I edited the login-attempts in SQL and set it to 0. This doesn't work-around the issue getting into the administration console.

Nothing has changed in 9.60 in regards to logging in, the main difference in 9.60 is a new installation wizard.

The issue that you describe sound like server issue with the server unable to hold ASP sessions. This is a common issue and if you do a search there will be loads of topics on this.
