you have to set permissions for that user group to have them rights in the forum you added it to
i think its "Group Permissions"
tick the "upload image" and "upload files" and "create polls" then when you have done that
to create a poll:
go to the forum you set the permissions to, and and next to the "New Topic" Button theres a "New Poll" or "Create Poll" or sumfin
to upload a picture:
again, go to the forum you set permissions to and next to the Picture button 
you will see a picture with an arrow i think, and its that, and with the upload file, its a icon of WinZip and a arrow
