Scotty, that is not true. You must be an US Citizen to vote. Even I cannot vote as I am just a Permanent Resident in the US so whoever told you that lied.

well either non US citizens can vote - or it doesnt concern us
i just prosumed non US citizens could from the attitudes on the previous pages
i understand we should have slight interest eg if bush stays in power and goes to war and drags the UK with him
but its not really any of our business if bush or kerry get in

Well I think anyone should care of what is going on in countries like the US, Russia, Irak and even England. If the person come to power, may mis-use the power you never know how it may influence you. Sure you have no influence over the election itself but being informed is the key to make good life-decisions.
You want to know why YOU can't vore or why I can't vote? Well you cannot vote for the same reason I cannot vote, because only citizens can vote for their country. That makes sense, because if anyone could vote it may not be a vote in the best interest of the country. Why a Perm. Resident cannot vote, well, mostly because they don't really know of my intentions. I am still a german citizen so sure I can vote there but the US does not know if I am going to stay in the US etc. They need to cap it somewhere on who can vote. I can vote in some local elections though because they influence my direct surroundings. This is also a way that every country uses, so people become a citizen if they live there.

Actally, the president elections in US is almost more important in the
news here than our own elections.. damnit I'm pretty sick and tired of
all this sh*t.. everybody says the same, and does the same: nothing of
what they promised us.
But it would only be fair if we could vote for presidents in the US, as
they control almost more of our lives than our own presidents and
ministers
but damn, now I/we have turned this into a political discussion.. sorry..
