My thought there was that you might have been configuring it for a different purpose than the other PC.
Some of the schemes used by software companies involve checking the network to see if the license key is already installed, so you may want to try taking one or both PC's off of your network.
Other schemes involve checking a corporate license list or visiting MS during the install for license verificaton.
Just haven't played with W2K3 that much to offer anything other than straws to grasp. The suggestion to contact MS is probably your best bet. You may also want to check out http://www.labmice.net or one of the other win suppot sites. Another place to check would be your video card manufactures site as there have been problems in the past with ie button displays on certain cards.
